The Banque Centrale du Luxembourg (BCL) introduces secure electronic transmission of return files, including acknowledgments and reporting results, to reporting agents starting in February 2021. This measure ensures high confidentiality and security for increasingly granular data submissions. Additionally, BCL circulars are now distributed exclusively via electronic channels, requiring agents to consult the BCL website or subscribe to the newsletter for publications.

BCL CIRCULAR 2021/243
Information Exchange with Reporting Agents /
Changes in the Communication of Circulars Issued by the BCL and Addressed to Reporting Agents
Dear Sirs, Madams,
We refer to BCL Circular 2007/216 "Transmission of statistical data via telecommunications," by which the BCL decided to repeal Circular IML 97/135 with effect from 1 January 2008, thereby allowing reporting agents to freely choose a secure teletransmission solution for reporting to the BCL.
In this context, we wish to inform you that the introduction of new reporting containing increasingly granular information has generated an increased need to ensure the confidentiality of exchanges with reporting agents. Thus, in order to achieve a high degree of confidentiality and security in exchanges between the BCL and reporting agents, the BCL has initiated work with the objective of establishing the necessary infrastructure for the transmission of return files to reporting agents through secure transmission channels.

In this context, the BCL intends to send two types of files to reporting agents, namely, on the one hand, acknowledgments of receipt and, on the other hand, the results of the processing of reporting files.
It should also be noted that the BCL wishes to start the first transmissions of return files in February 2021.
Finally, since the sending of BCL circulars is no longer done on paper but exclusively electronically, we kindly ask you to either consult the BCL website www.bcl.lu regularly or subscribe on our site for various publications using the following link:
