Rule · BCL · 28 Dec 2007 · Circulaire BCL 2007/216
The Banque Centrale du Luxembourg (BCL) repeals Circular IML 97/135 effective 1 January 2008, ending the mandatory use of the LIBRAC application for prudential and statistical reporting by credit institutions. Credit institutions are now permitted to freely choose any secure teletransmission solution, provided it is approved by the BCL, which will publish a technical and security specification for all transmission channels. The circular lists currently available approved channels, including CETREL’s LIBRAC (transitional until 1 February 2008) and SOFIE, as well as CCLux’s E-file, and provides a table detailing the effective dates for each channel and report type.

CIRCULAR BCL 2007/216
Transmission of Statistical Data via Telecommunication
Ladies and Gentlemen,
We have the honor to refer to Circular IML 97/135 "Transmission of Prudential and Statistical Data via Telecommunication" of 12 June 1997, which established the mandatory transmission of data via electronic means.
The aforementioned circular introduced the mandatory use of teletransmission through a single technical solution, namely the LIBRAC (Luxembourg InterBank Reporting And Communication) application, for which CETREL (Centre de transferts électroniques) acted as the concessionaire and technical agent of the Luxembourg Monetary Institute (IML) for the implementation and operation of the system infrastructure and the application. Since the LIBRAC application is now reaching the end of its lifecycle, CETREL and the Banque Centrale du Luxembourg (BCL), as the legal successor of the IML, have agreed to terminate the concession agreement of 12 June 1997 between the IML and CETREL s.c..

In this context, the BCL has decided to repeal Circular IML 97/135 effective 1 January 2008, thereby allowing credit institutions to freely choose a secure teletransmission solution for reporting to the BCL. Since the solution chosen by credit institutions must be approved by the BCL, the latter will shortly publish a specification detailing the technical and security aspects to be respected by any transmission channel in the context of reporting to the BCL.
Finally, we wish to inform credit institutions that the following secure teletransmission channels can be used immediately:
The table below provides an overview of existing approved channels that can be used for the teletransmission of reporting to the Banque Centrale du Luxembourg.
