The Connecticut Department of Banking approved a Loan Production Office for Rockville Bank in North Haven and accepted the surrender of The Receivable Management Services Corporation's consumer collection agency license effective June 18, 2013. The Commissioner ordered G. Darrell Rigley, The Rigley Group, Integrity Modification Co., and Barry C. Vigoda to make restitution for unlicensed debt negotiation activities. Classic Mortgage, Skyline Mortgage, and Stephens Mortgage paid civil penalties of $6,000, $2,500, and $2,500 respectively for failing to timely file mortgage call reports. Terra Energy Resources, Ltd. and Anthony Charles Vassallo were fined $100,000 each for selling unregistered securities and violating antifraud provisions, while Rochdale Securities LLC had its broker-dealer registration revoked for net capital deficiencies.
