The Connecticut Department of Banking approves The Washington Trust Company's branch opening in Stamford and issues non-objections for Bankwell Bank's branch relocations in Fairfield. Additionally, the Commissioner issued a Notice of Intent to Issue an Order to Cease and Desist and to Impose a Civil Penalty against Western Sky Financial, L.L.C. and Martin A. Webb for unlicensed lending activities and charging interest rates exceeding 12% on over 3,800 consumer loans to Connecticut residents. Written comments regarding these actions must be submitted within ten days to the Banking Commissioner.
