The Commissioner issued an Order to Cease and Desist and Notice of Intent to Revoke Registration against Michael James Byl for failing to comply with a FINRA arbitration award and update his Form U-4. Enforcement actions also include Orders to Make Restitution and Cease and Desist against S&S Health Group LLC, Sean P. Miller, and Stephen E. De Navea for unlicensed debt negotiation and misleading practices. Additionally, civil penalties of $100,000 each were imposed on Javier Gutierrez and P&C Capital Group LLC for operating without required licenses in debt negotiation and consumer collection activities.
