The Commissioner approved the conversion of Putnam Bank and Savings Institute Bank and Trust Company from federally-chartered stock savings associations to Connecticut banks, and authorized Manufacturers and Traders Trust Company to open a loan production office in North Haven. UPS Capital Business Credit NJ was merged into its parent company, UPS Capital. In enforcement actions, the Commissioner issued cease and desist orders and restitution requirements against Apex Tax Resolution LLC and its principals for unlicensed debt negotiation, and imposed $2,500 civil penalties on Northeast Funding Services, Inc. and On Deck Mortgage Services LLC for failing to file required mortgage call reports and maintain net worth.
