The Connecticut Department of Banking approves United Bank to open a limited branch in Ellington and grants a notice of intent not to disapprove First County Bank's limited branch in Stamford. ESB Bancorp, Inc. filed for the acquisition of Citizens National Bancorp, Inc., and the merger of The Citizens National Bank into Easthampton Savings Bank, with community reinvestment plans open for public comment. The Acting Commissioner issued temporary cease and desist orders and restitution orders against five entities for unlicensed debt negotiation, requiring repayments to Connecticut residents. Additionally, final cease and desist orders and $100,000 civil penalties were imposed on Hatfield Portfolio Group LLC and Apex Tax Resolution LLC for unlicensed consumer collection and debt negotiation activities.
