The Department of Banking solicits written comments on Sikorsky Financial Credit Union's filed application to open a branch in Stratford, CT, within ten days of the bulletin date. Regarding Consumer Credit Division activity, a Stipulation and Agreement vacated a prior Final Decision against Consumer Law Associates, LLC, resolving allegations that it engaged in unlicensed debt negotiation. Additionally, the Commissioner issued an Order to Cease and Desist and imposed a $100,000 civil penalty on Financial Help Services, Inc. for receiving money from Connecticut debtors without the requisite license.
