The Connecticut Department of Banking imposed a $10,000 civil penalty on Capital Mortgage Services for failing to maintain a qualified individual and violating statutory qualifications. The Department issued notices of intent to cease and desist and impose penalties against Evans Law Associates and Jason J. Evans for operating as unlicensed consumer collection agencies and violating prior consent orders. An order to cease and desist and a $100,000 civil penalty were imposed on American Billing & Collections, Inc. for acting as an unlicensed consumer collection agency. Additionally, David Lerner Associates, Inc. was fined $5,000 and directed to cease and desist for supervisory failures related to a former agent's misappropriation of client funds.
