The Connecticut Department of Banking solicits written public comments on Salisbury Bank and Trust Company's application to open a full-service branch in New Paltz, New York, within ten days of the bulletin's date. The Department also issued an Order to Cease and Desist and a $100,000 civil penalty against Leonardi Ortiz d/b/a Student Reform Associates for engaging in unlicensed debt negotiation activities in violation of Connecticut General Statutes Section 36a-671(b). Additionally, the Banking Commissioner amended and restated enforcement actions against Omniview Capital Advisors, LLC, Omni View Capital LLC, and AJ Discala, adding the latter entity as a respondent for alleged violations of the Connecticut Uniform Securities Act, including acting as an unregistered broker-dealer and failing to disclose investment risks to Connecticut investors.
