The Connecticut Department of Banking approved a full-service branch application for Salisbury Bank and Trust Company in Fishkill, NY, and published a 30-day comment period for United Bank's proposed full-service branch in Greenwich, CT. Santander Consumer USA Inc. agreed to pay a $100,000 civil penalty and refund approximately $2.9 million to resolve allegations of inaccurate deficiency balance calculations, failure to provide required written statements, and improper convenience fee charges. Hanley & Associates, LLC executed a stipulation agreeing to pay $5,075, comprising a $3,500 administrative fine and $1,575 in past due registration fees, to settle charges of operating as an unregistered investment adviser.
