Newtown Savings Bank filed to relocate its full-service branch from 99 Federal Road to 14 Candlewood Road in Brookfield, Connecticut. The Commissioner issued notices of intent to revoke licenses, issue cease and desist orders, and impose civil penalties against Account Discovery Systems, LLC and Payment Management Services USA, LLC for operating without required licenses, commingling funds, and charging unauthorized fees. Respondents were afforded an opportunity to request a hearing regarding these allegations within ten business days of the bulletin's date.
