The Connecticut Department of Banking approved KeyBank National Association to acquire significant assets of Laurel Road Bank and authorized Laurel Road Bank to change its name to DR Bank. The Commissioner entered a consent order permanently barring Vaughn Lee Andrews-McKay from transacting business in Connecticut due to misappropriating approximately $48,000 from clients, while staying a $50,000 fine for three years. Additionally, an order to cease and desist, restitution, and a notice of intent to fine were issued against North American Drilling Corporation, related joint ventures, and Larry Michael Koonce for violating antifraud provisions regarding oil and gas investments.
