The Connecticut Department of Banking issued notices of intent to issue cease and desist orders and impose civil penalties against Samantha S. Flores and Edward T. Weber for operating as unlicensed consumer collection agencies and using deceptive debt collection practices. Additionally, Boomerang Capital, LLC entered into a stipulation and agreement to pay $5,020, comprising a $4,000 administrative fine and $1,020 for past due registration fees, to resolve allegations of transacting business as an unregistered investment adviser.
