The Commissioner approved the acquisition of People’s United Financial Inc. by M&T Bank Corporation and the subsequent merger of People’s United Bank, N.A. into Manufacturers and Traders Trust Company. Laboratory Corporation of America entered into a Consent Order to cease using the name "LCA Collections" for debt collection in Connecticut and paid a $10,000 civil penalty for violating regulations regarding creditor naming conventions. First County Bank filed a notice of branch closing for its location in Norwalk, Connecticut.
