The Connecticut Banking Commissioner issued a Temporary Order to Cease and Desist against Zions Debt Holdings, LLC for operating as an unlicensed consumer collection agency, using deceptive practices, and submitting false statements during an investigation. A Consent Order was entered into with Insight Financial, LLC, requiring the payment of a $10,000 civil penalty and $800 in back licensing fees for acting as an unlicensed consumer collection agency during specified periods in 2021 and 2023-2024. Written comments regarding these enforcement actions must be directed to Banking Commissioner Jorge L. Perez within ten business days of the bulletin's date.
