The Connecticut Department of Banking approved Nayax USA Holdings Inc.'s application to establish Nayax America Bank Inc. as an Innovation Bank in Fairfield County and authorized Ives Bank to open a branch in Waterbury with a November 1, 2026 opening date. The Commissioner also approved Numisma Bank's establishment of a representative office in the United Arab Emirates and scheduled a special meeting for September 17, 2026, to consider Fnality Bank US's request for an extension of its Temporary Certificate of Authority. In enforcement actions, the Commissioner entered into a Consent Order with Bankers Healthcare Group LLC d/b/a BHG Financial, requiring a $10,800 payment for civil penalties and back licensing fees related to small loan activities, and issued a separate Consent Order against Jayme Frances Lemaire that revoked her registrations, barred her from transacting business in Connecticut, and imposed a $30,000 administrative fine for unethical practices and disclosure violations.
