Categorization and Rationalization of Mutual Fund Schemes

The circular requires all mutual funds to re‑classify every open‑ended scheme into one of five uniform categories—Equity, Debt, Hybrid, Solution‑oriented or Other—and to replace the existing “type of scheme” label with the standardized description set out in the annexure, with the change in label alone not treated as a change in a fundamental attribute. For equity schemes, large‑cap, mid‑cap and small‑cap definitions are fixed to the 1‑100, 101‑250 and 251‑plus rankings by full market capitalisation and funds must use the AMFI‑maintained stock list, updated semi‑annually and posted within five days, rebalancing any affected portfolios within one month of each update; solution‑oriented schemes must adopt the prescribed lock‑in periods, which do not apply to existing investments, SIPs or STPs as of the realignment date. Funds must submit a categorisation proposal to SEBI within two months of the circular, obtain trustee approval, and, after SEBI’s observations, implement the required changes—including mergers, wind‑ups or fundamental attribute modifications—within three months, with only one scheme per category permitted except for index/ETF, fund‑of‑funds and sectoral/thematic funds, and must comply with Regulation 18(15A) of the Mutual Funds Regulation 1996 for any merger or attribute change.
