Rwanda National Risk Assessment on Money Laundering and Terrorism Financing 2017/2018

The Government of Rwanda issued this National Risk Assessment to evaluate and mitigate money laundering and terrorism financing risks across its financial and non-financial sectors. The report rates overall money laundering risk as Medium, driven by medium-low predicate offense threats and medium vulnerabilities arising from weak enforcement and supervision. It mandates sixteen targeted reforms, including enhanced supervisory capacity, expanded civil forfeiture mechanisms, stricter compliance for designated non-financial businesses, and improved inter-agency data integration to align with FATF standards.
