CEBS Guidelines on Stress Testing (GL32)

These guidelines replace the 2006 technical stress testing guidelines and establish supervisory expectations for stress testing governance, methodologies, and use within financial institutions. They require institutions to integrate stress testing into their risk management frameworks and ICAAP, with large and complex institutions expected to perform rigorous firm-wide stress tests covering all material risks and their interactions. CEBS members must transpose these guidelines into national supervisory practices by 31 December 2010, while institutions are expected to implement them proportionately based on their size, complexity, and risk profiles.
