INSTRUCTION NORMATIVE BCB NO. 653, OF AUGUST 28, 2025
Amends Instruction Normative BCB No. 32, of October 26, 2020, which establishes the format, periodicity, and information to be provided by Pix participants, to insert new obligations arising from the improvement of the Pix Special Return Mechanism.
The Head of the Department of Competition and Financial Market Structure (Decem), in use of the attributions conferred by art. 23, item I, letter “a” of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340, of September 21, 2023, based on art. 94, item IX, of said Regulations, and taking into account the provisions of art. 99 of the Regulation annexed to Resolution BCB No. 1, of August 12, 2020,
RESOLVES:
Art. 1º Instruction Normative BCB No. 32, of October 26, 2020, shall enter into force with the following alterations:
“Art. 2º-A Pix participants must send information regarding Pix transactions settled in their systems, according to the format specified in the TRCK.002 message, contained in the SPI Message Catalog.
Sole Paragraph. The information in the caput must be sent within the deadline specified in the Pix Times Manual.” (NR)
Art. 2º Annex I to Instruction Normative BCB No. 32, of October 26, 2020, shall enter into force with the following wording:
“The following information must be sent periodically by Pix participants:
I - information on transactions:
a) year;
b) period;
c) quantity of transactions;
d) financial amount of transactions;
e) cash financial amount;
f) breakdown of transactions; and
g) purpose of transactions;
II - information on returns:
a) year;
b) period;
c) quantity of returns;
d) breakdown of the return; and
e) financial amount of returns;
III - information on transactions blocked provisionally:
a) year;
b) period;
c) quantity of transactions blocked provisionally;
d) financial amount of transactions blocked provisionally; and
e) breakdown of transactions blocked provisionally;
IV - information on revenue earned from fees on transactions:
a) year;
b) period;
c) financial amount of revenue from fees on transactions; and
d) source of revenue;
V - information on transaction times:
a) year;
b) period;
c) 50th percentile of the time related to the payer user experience of transactions settled in the Instant Payment System (SPI);
d) 99th percentile of the time related to the payer user experience of transactions settled in the SPI;
e) 50th percentile of the time related to the payer user experience of transactions settled outside the SPI;
f) 99th percentile of the time related to the payer user experience of transactions settled outside the SPI; and
g) maximum time between the activation of the provisional block and the conclusion of the process;
VI - information on DICT times:
a) year;
b) period;
c) 99th percentile of the payer user time in the DICT query;
d) 95th percentile of the time to send the code to email or mobile phone number in key registration;
e) 95th percentile of the time related to the payer user experience in key registration;
f) 95th percentile of the time related to the payer user experience in key deletion;
g) 95th percentile of the time elapsed between the receipt (acknowledge) in the DICT and the notification to the donor user in a logged environment (portability or claim of ownership process);
h) 95th percentile of the time elapsed between the user action (confirmation or cancellation) and the sending of the information to the DICT (portability or claim of ownership process); and
i) 95th percentile of the time elapsed between the user complaint in a service channel made available by the participant and the opening of the infraction notification or value recovery;
VII - information on DICT queries:
a) year;
b) period; and
c) quantity of queries to the participant's internal database;
VIII - information on participant availability:
a) year;
b) period; and
c) participant availability index;
IX - information on Pix Automatic time indicators:
a) 95th percentile of the time related to the payer user experience in granting authorization for Pix Automatic; and
X - information on payer authorizations for Pix Automatic:
a) quantity of payer authorizations performed outside SPI;
b) stock of payer authorizations performed outside SPI; and
c) type of payer.” (NR)
Art. 3º This instruction normative enters into force on the date of its publication, producing effects starting from November 25, 2025.

Decree No. 10.411, of June 30, 2020, provides for the mandatory implementation of regulatory impact analysis (AIR) for the issuance of normative acts of general interest produced by the direct and indirect organs and entities of the federal public administration.
However, as defined in paragraph 8 of Vote 280/2021–BCB, of November 10, 2021, the Pix Regulation, including other documents that integrate, detail, or complement it, do not characterize as a regulatory act of coercive force, possessing, in truth, an eminently contractual nature.
