Changes to DTR 2.5: delay in the disclosure of inside information

The Financial Conduct Authority amends DTR 2.5 to align with ESMA Guidelines on the delay in the disclosure of inside information, requiring issuers of instruments within the scope of the Market Abuse Regulation to comply with these guidelines. Specific changes include inserting a definition for ESMA MAR delayed disclosure guidelines in the Glossary, updating DTR 2.5.1BG to reference the guidelines, and modifying DTR 2.5.3G(1) to clarify that legitimate interests do not permit delaying disclosure of financial difficulty or worsening financial condition. The revised Handbook provisions, which also restrict DTR 2.5.3G(2) to issuers with dual board structures, come into force on 24 February 2017.
