The Bank of Mexico amends the definitions of "Securities" and "Foreign Securities" within the Rules governing securities lending operations for credit institutions, brokerage houses, investment companies, specialized retirement fund investment companies, and the Rural Financial Company. The amendment updates the required credit ratings from at least two rating agencies and specifies eligible foreign issuers, including international financial organizations, central banks, and governments of Reference Countries. Additionally, the circular repeals section 10.6 and Annexes 2 and 3 of the original rules. These changes take effect on November 23, 2010.
