CIRCULAR CONSAR 19-26 Modifications and Additions to the General Rules to which the information that the retirement fund administrators, the specialized investment societies for retirement funds, the receiving entities and the companies operating the National SAR Database must subject themselves, deliver to the National Commission for the Retirement Savings System.

MODIFICATIONS AND ADDITIONS TO THE GENERAL RULES TO WHICH THE

INFORMATION THAT THE RETIREMENT FUND ADMINISTRATORS, THE INVESTMENT SOCIETIES

SPECIALIZED IN RETIREMENT FUNDS, THE RECEIVING ENTITIES AND THE COMPANIES

OPERATING THE NATIONAL SAR DATABASE, MUST SUBJECT THEMSELVES TO DELIVER TO THE NATIONAL COMMISSION FOR THE RETIREMENT SAVINGS SYSTEM.

The President of the National Commission for the Retirement Savings System, based on what is

provided in articles 5 fractions I, II, VII and XVI, 12 fractions I, VIII and XVI, 88, 89, 90 fractions II, 91 and

113 of the Law of the Retirement Savings Systems;

106 of the Law of the Institute for Security and Social Services of State Workers;

140 of the Regulations of the Law of the Retirement Savings Systems;

1, 2 fraction III and 8 first paragraph of the Internal Regulations of the National Commission for the Retirement Savings System, and

CONSIDERING

That as a result of the publication in the Official Gazette of the Federation on December 17, 2020, of the

Circular CONSAR

19-25 Modifications and Additions to the General Rules to which the information that the retirement fund administrators, the specialized investment societies for retirement funds, the receiving entities and the companies operating the National SAR Database must subject themselves, deliver to the National Commission for the Retirement Savings System, Annex 142 was incorporated with the

objective of specifying that Investment Societies must provide this Commission with the Information

of the weights with which the components of the investment trajectory to which they must adhere participate.

Investment Societies,

That to avoid confusion between the different formats and facilitate regulatory compliance, it is necessary

to update Annex 142 with the reference to the applicable format that allows receiving the information

corresponding in a precise manner, has been pleased to issue the following:

OPERATING THE NATIONAL SAR DATABASE, MUST SUBJECT THEMSELVES TO DELIVER TO THE NATIONAL COMMISSION FOR THE RETIREMENT SAVINGS SYSTEM

FIRST.-

Annex 142 is MODIFIED, of Circular CONSAR 19-8, "General rules to which the

information that the retirement fund administrators, the specialized investment societies

for retirement funds, the receiving entities and the companies operating the National Data

Base SAR, deliver to the National Commission for the Retirement Savings System", modified and

added by the Circulars CONSAR 19-9, CONSAR 19-10, CONSAR 19-11, CONSAR 19-12, CONSAR

19-13, CONSAR 19-14, CONSAR 19-15, CONSAR 19-16, CONSAR 19-17, CONSAR 19-18, CONSAR 19-19,

CONSAR 19-20, CONSAR 19-21, CONSAR 19-22, CONSAR 19-23, CONSAR 19-24 and CONSAR 19-25

published in the Official Gazette of the Federation on August 18, 2008, January 22, 2010, July 2,

2010, August 15, 2011, July 6, 2012, October 16, 2012, June 7, 2013, September 27,

2013, September 9, 2014, August 17, 2015, June 6, 2016, September 6,

2017, March 15, 2018, January 18, 2019, May 31, 2019, October 8, 2019, December 5

2019 and December 17, 2020, to remain in the terms of Annex 142 of the present

modifications and additions.

SECOND.- Annex 142 is MODIFIED, of the First Transitory Provision, fraction VI, of Circular CONSAR 19-8, "General

rules to which the information that the retirement fund administrators, the

specialized investment societies for retirement funds, the receiving entities and the companies

operating the National Data Base SAR, deliver to the National Commission for the

Retirement Savings System", modified and added by the Circles CONSAR 19-9, CONSAR 19-10, CONSAR 19-11,

CONSAR 19-12, CONSAR 19-13, CONSAR 19-14, CONSAR 19-15, CONSAR 19-16, CONSAR 19-17,

CONSAR 19-18, CONSAR 19-19, CONSAR 19-20, CONSAR 19-21, CONSAR 19-22, CONSAR 19-23,

CONSAR 19-24 and CONSAR 19-25 published in the Official Gazette of the Federation on August 18,

2008, January 22, 2010, July 2, 2010, August 15, 2011, July 6, 2012, October 16,

2012, June 7, 2013, September 27, 2013, September 9, 2014, August 17, 2015, June 6,

2016, September 6, 2017, March 15, 2018, January 18, 2019, May 31, 2019, October

8, 2019, December 5, 2019 and December 17, 2020, to remain in the terms

as follows:

TRANSITORY PROVISIONS

FIRST.- These modifications and additions shall enter into force on the next business day following their

publication in the Official Gazette of the Federation, with the exception of the following:

The format established as Annex 142 of these rules, shall enter into force on June 15

of 2021.

TRANSITORY PROVISIONS

FIRST.- These modifications shall enter into force on the day of their publication in the Official Gazette of

the Federation.

SECOND.- With the entry into force of these provisions, all those provisions are repealed that

contravene these.

GENERAL VALIDATIONS OF THE PROCESS

Validations for data format

General notes for data format validation in files.

1 Integer numeric data (quantities or numeric keys). Must be right-justified; if the actual length of the data is less than specified, empty spaces will be filled with zeros.

2 Numeric data with decimal (monetary amounts). Must be right-justified; if the actual length of the data is less than specified, empty spaces will be filled with zeros. The peso sign, commas, and decimal points are omitted. The two, three, or six available decimals will always occupy the two, three, or six rightmost characters; if the amount has no decimals, these two, three, or six characters will be ZEROS.

3 Dates. The date format must be 8 numeric characters = " AAAAMMDD " where:

DD = day

MM = month

AAAA = year

5 Alphanumeric data. Must be left-justified, in uppercase without accents; if the actual length of the data is less than specified, empty spaces will be filled with blanks or spaces; in the case of an ñ, it must be the ASCII code " ALT+0209 " of Windows. All characters must be uppercase.

6 Blank Spaces (Empty). Used to fill the remaining space of the record with respect to the maximum length, so that it does not contain information outside the specified.

12 ISIN or "International Securities Identification Number" which consists of 12 characters where:

1 and 2: correspond to the country prefix

3: corresponds to the region identifier

4 to 9: correspond to the issuer identifier

10 and 11: correspond to the issue identifier

12: check digit

It must be left-justified; if it does not exist, a ZERO will be noted. If the actual length of the data is less than specified, empty spaces will be filled with blanks or spaces.

13 CUSIP or "Committee on Uniform Securities Identification Procedures" or CINS " CUSIP International

Numbering System ", the CINS is the international CUSIP and they have the same format, instruments that do

not have CUSIP have CINS and consist of 9 characters.

It must be left-justified; if it does not exist, a ZERO will be noted. If the actual length of the data is less than specified, empty spaces will be filled with blanks or spaces.

14 SEDOL or "Stock Exchange Daily Oficial List " is the key assigned by the International Stock Exchange

of London for international assets and consists of 7 characters.

It must be left-justified; if it does not exist, a ZERO will be noted. If the actual length of the data is less than specified, empty spaces will be filled with blanks or spaces.

SPECIFIC POLICIES OF THE PROCESS

Policies to follow in the transmission of information

The information that will be transmitted to the Commission based on this format, will be subject to the following

policies:

The transmission of the submission of the information transmission formats by process will be through

the private network using Connect:Direct software or any other compatible with it.

II.

Transmissions may be made as many times as necessary to the RECEPCION directory. If the

transmission of the file is carried out outside the specified transmission schedule and/or on a date not

corresponding to its normal submission, the file must be transmitted to the

RETRANSMISION directory and will be validated with prior authorization from the Surveillance areas.

III.

The entities responsible for transmitting this format to the Commission are the Basic Siefores,

Voluntary Contribution Siefores, Complementary Contribution Siefores, and Social Provision Siefores.

IV.

The Commission will notify, in due course, the corresponding changes and additions to the catalogs.

In the case of ISIN, CUSIP, and SEDOL identifiers, they must be filled in the following order:

1st ISIN, if this does not exist,

2nd CUSIP or CINS, if this does not exist,

3rd SEDOL.

At least one of the three previous identifiers must be reported, except for instruments

coming from primary operations, pending settlement, where these identifiers have not yet

been assigned and therefore do not exist.

VI.

In the case of Security Type, Issuer, Series, and Consecutive, the fields will be filled using the value

assigned by the price provider without contradicting the indications of each field; otherwise, a ZERO and blank spaces will be noted.

VII.

The file must be sent encrypted and compressed using the GNUpg program.

The name that the file must present when transmitted to the Commission is the following;

Which will be according to the Entity Key of Basic Siefores,

Voluntary Contribution Siefores, Complementary Contribution

Siefores, and Social Provision Siefores that are reported according to

the entity catalog attached to the document

6 Numeric Digits

These establish the Entity Subtype Key that is reported (*Only

applies to the SIEFORES family.

4 Numeric Digits

To define the type of file being transmitted, where each

format already has a stipulated number, for this case it will be Constant =

" 355 " .

NOTE: The separation between step 1, 2, 3, and 4 will be with an underscore, after step 4 it will be

via a decimal point.

To exemplify this, the following case is presented where the XXI BANORTE Siefore Entity were

sending a Basic Siefore Initial file, the file name must be as follows:

It should be mentioned that once having the file with this name, it must be encrypted with the

GNUpg program, which will rename it with the following name:

20080307_SB_530_001000. 355 .gpg

With this name, the file must be transmitted to CONSAR. For the recovery of the

acknowledgments, the participating entities must take their " Acknowledgment " with the same name with which they

renamed it before encrypting it, they will only have to add the character " A " before the date, example:

A20080307_SB_530_001000. 355

NOTE: The .gpg extension will not be taken into account in the recovery of the acknowledgment, as shown in the

example, nor will the acknowledgment be encrypted.
