CIRCULAR LETTER/CVM/SEP/N°003/2009
Rio de Janeiro, May 12, 2009.
SUBJECT: New version (9.1) of the ITR/DFP/IAN System (CVMWIN)
Dear Director of Investor Relations,
This Circular Letter serves to inform publicly-held companies that, effective immediately, version 9.1 of the CVMWIN System is available for download on the CVM’s electronic page (http://www.cvm.gov.br, section MARKET PARTICIPANTS, item DOCUMENT SUBMISSION, subitem CVMWIN and DIVEXT) and on the BM&FBOVESPA website (http://www.bmfbovespa.com.br, section COMPANIES/ISSUERS, item FOR COMPANIES, subitem FOR LISTED COS., link ITR/DFP/IAN SYSTEM) on the World Wide Web.
This new version (9.1) aims to correct flaws identified in version 9.0, which had been developed to adapt the electronic forms for Quarterly Information - ITR and Standardized Financial Statements - DFP to the changes introduced by Law No. 11,638/07.
The changes introduced in this new version (9.1) reflect the understanding that, considering the factors already mentioned in CIRCULAR LETTER/CVM/SNC/SEP/N°002/2009 regarding the current transition phase of accounting practices adopted in Brazil, the new version should not, until a specific regulation on the matter is issued, mandate the submission, in ITR Forms prepared in accordance with Brazilian accounting standards and practices, of tables not required in versions prior to 9.0.
In this regard, the tables listed below are considered, in this new version (9.1), as non-mandatory for completion and generation of the submission file:
Furthermore, regarding ITR and DFP forms submitted in accordance with IFRS, the tables related to the consolidated statement of changes in equity and the consolidated statement of value added have become non-mandatory for the generation of the submission file.
Despite their non-mandatory nature, voluntary submission of these statements in ITR Forms prepared in accordance with Brazilian accounting standards and practices is encouraged, regardless of specific regulation for companies listed on BOVESPA MAIS or in Levels 1, 2, or the New Market of BM&FBOVESPA.
It is also recalled that companies that, due to the issues described in paragraph 3 above, opted to submit quarterly information exclusively through the IPE System, must submit the respective ITR form in this new version 9.1 by May 21, 2009.
It is clarified that no changes were made in the new version (9.1) regarding the list of accounts contained in version 9.0.
Until May 21, 2009, the CVM will accept the submission of ITR, DFP, and IAN forms using both versions - 9.0 and 9.1.
Starting May 22, 2009, ITR, DFP, and IAN forms may only be submitted in the new version 9.1, including restatements.
It is recommended that, before any electronic file is submitted, the system help file be read.
Finally, we inform that questions regarding the installation of this version 9.1 may be clarified by phone at 0800-728-2325 or by sending a message to css.serpro@serpro.gov.br.
Sincerely,
