Subject: Update of the Empresas.NET System - Version 9.0

Dear Investor Relations Director/Legal Representative/Responsible Director,

This Circular Letter aims to inform open companies, foreign companies, incentivized companies, and depository institutions issuing non-sponsored Level I BDRs that, starting from 18/12/2015, a new version of the Empresas.NET System (“version 9.0”) will be available, which includes changes to the module for filling out and submitting the Reference Form and improvements compared to the current version.

Until 10/01/2016, documents generated by the current version and by this version 9.0 will be accepted; after that date, only documents generated by version 9.0 will be accepted.

The changes to the module for filling out and submitting the Reference Form became necessary due to the entry into force, starting from 01/01/2016, of Article 4 of CVM Instruction No. 552/14 of 09/10/2015, which amends Article 24 of CVM Instruction No. 480/09 of 07/12/2009.

Through version 9.0, companies may present and resubmit Reference Forms in the new format (provided for in CVM Instruction No. 552/14) for the submission of documents related to fiscal years starting from 01/01/2016, as well as they may present and resubmit Reference Forms in the previous format, in the case of fiscal years starting until 31/12/2015.

When filling out the first Reference Form in the new format, it will not be possible to reuse data contained in documents filled out in the previous format.

The main improvements presented in version 9.0 are related:
i. to the system's network operation; and
ii. to the increase in the maximum allowed size for the submission of documents from some categories of the IPE module.

The download of version 9.0 can be done via the CVM's electronic page on the worldwide computer network (http://www.cvm.gov.br), section REGULATED, Companies, item Access to Companies' information and submission of documents, Empresas.NET, as well as via the BM&FBOVESPA page (http://www.bmfbovespa.com.br), section Services – Solutions for Companies, Empresas.NET System.

Version 9.0 can only be installed on computers that follow the IBM (PC) standard, have the Microsoft.Net Framework 4 or higher, and the Windows XP Service Pack 3 or Windows Vista Service Pack 1 or higher or Windows 7 Service Pack 1 operating system in 32 or 64-bit architecture. The use of the Windows 7.0 operating system in 32-bit architecture is recommended.

Before installing version 9.0, a backup of the existing forms in the previous version of the Empresas.NET System, especially those not yet submitted, must be performed using the “Backup” function. After installing the new version, to recover files, if necessary, the “Import” function must be used.

We inform you that questions regarding the installation, use, and operation of the Empresas.NET System, as well as reports of problems or difficulties in submitting documents, must be directed to the Post-Trading Support Superintendence of BM&FBOVESPA (SSP). Contact with the SSP can be made: (a) on business days, from 7 a.m. to 10 p.m. via email ssp@bvmf.com.br and by phone (11) 2565-5000 option 8. After 10 p.m. and on weekends and holidays, exclusively by phone (11) 2565-5000 option 8. Issues received after 10 p.m. on business days and on weekends and holidays will be handled after 7 a.m. on the next business day, except those related to system availability for receiving information, which will be handled immediately.
