Organized Market Administrators (EAMOs) must submit registration updates and the Electronic Conformity Declaration (DEC) via the new CVMWeb system module, with the DEC due by March 31, 2026. Entities seeking authorization to operate as EAMOs must submit their applications through the same system, providing basic institutional data and attaching documentation per CVM Resolution 135. The CVM's Market and Intermediaries Relations Superintendence (SMI) will handle queries regarding registration updates and DEC submissions via GSUI-2, while authorization request inquiries should be directed to GIMOR.

Circular Letter No. 1/2026/CVM/SMI
Rio de Janeiro, January 20, 2026.
To
General Managers of Organized Market Administrating Entities, and Interested Parties seeking authorization to operate Organized Market Administrating Entities
Subject: New system for authorization requests and for reporting registration updates.
Dear Sirs,
The Market and Intermediaries Relations Superintendence - SMI informs that a module of the new system being implemented by the CVM for managing authorizations and registration data of institutions supervised by the Agency entered into operation in January 2026. The new system was already in use for some participants supervised by other technical areas of the CVM and, now, becomes available also for Organized Market Administrating Entities - EAMO.
In this context, we inform that, from now on, registration changes for EAMOs must be reported to the CVM through the aforementioned system. Access to the system occurs via the CVMWeb system (cvmweb.cvm.gov.br), in the same manner as in the old system. After accessing CVMWeb, the responsible director (or the institution's employees to whom he has delegated permission for registration updates) must access the "Registration Update" function and, subsequently, the "Intermediaries Management - Organized Market Administrators" option. There, it will be possible to report any changes to the registration data required by CVM Resolution 234, in a very intuitive manner. It is worth remembering that there is an instructional manual on the CVM website regarding this matter (https://www.gov.br/cvm/pt-br/assuntos/regulados/consultas-por-participante/corretoras-e-distribuidoras - Manual for registration update of intermediaries). The system must also be used to submit the Electronic Conformity Declaration - DEC (art. 2, II, CVM Resolution 234). It is worth remembering that the submission of the DEC must occur by 03/31/2026. Any difficulties and doubts related to registration updates or forwarding of the DEC, especially at this moment of implementation of the new system, should be reported to the Intermediaries Supervision Management 2 - GSUI-2 (gsui-2@cvm.gov.br).
Similarly, persons interested in requesting authorization to operate EAMOs must make the request through the aforementioned system. In this case, the interested party must access the CVMWeb system and locate the "Intermediaries Management (Request Registration)" option. It will then be necessary to report the basic data of the requesting institution and attach the pertinent documentation, in light of CVM Resolution 135. Any doubts regarding authorization requests can be resolved with the Infrastructure and Organized Markets Management - GIMOR (gimor@cvm.gov.br).
Finally, we inform that, shortly, the new system should also be available for other participants supervised by SMI, which will be the subject of timely communication.
Sincerely,
André Francisco Luiz de Alencar Passaro
Superintendent of Market and Intermediaries Relations
