Circular Letter No. 3.003: Operational Procedures of the Currency in Circulation System (CIR) within the Brazilian Payment System

Commercial banks, multiple banks with a commercial portfolio and savings banks must register cash withdrawal or deposit requests in the Currency in Circulation System (CIR), with guaranteed Custodian service for withdrawals requested at least 48 hours in advance; shorter-notice requests require Custodian confirmation. The ad valorem fee under art. 5 of Circular 3.109 is not due when the Custodian cancels a confirmed withdrawal due to extraordinary situations, or when the institution cancels an unconfirmed withdrawal or a deposit request. Withdrawals are debited from the Banking Reserves account at the opening of the Reserve Transfer System (STR), and the minimum unit is a bundle of one hundred banknotes of the same denomination. The circular letter enters into force on 22 April 2002.
