Circular Letter No. 3871 — Amends the Layout and Filling Instructions for Document 3040 - Credit Risk Data

CIRCULAR LETTER NO. 3,871, OF MARCH 26, 2018

Amends the Layout and Filling Instructions for Document 3040 - Credit Risk Data, as provided for in Circular No. 3,870, of December 19, 2017, and Circular Letter No. 3,869, of March 19, 2018.

The Head of the Financial System Monitoring Department (Desig), in the exercise of the authority granted to him by Article 23, item I, letter 'a', of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, based on Article 77, item III, of the aforementioned Regulations, and in view of the provisions of Circular No. 3,870, of December 19, 2017, and Circular Letter No. 3,869, of March 19, 2018,

R E S O L V E S:

Article 1. The new versions of the Layout and Filling Instructions for Document 3040 - Credit Risk Data, available on the Central Bank of Brazil's internet page, at the electronic address http://www.bcb.gov.br/?DOC3040, shall enter into force, as of the November 2018 data base, incorporating the following modifications:

I - in the "Cli" tag - inclusion of the following attributes, when the client is a foreign legal entity without a CNPJ (Corporate Taxpayer Registry):
a) "NomeCli" - to report the client's name; b) "TpIdentExt" - to report the type of client identification abroad; c) "CodExt" - to report the client's identification code abroad; d) "IdLiderBR" – to report the CNPJ of the lead company, if Brazilian; e) "IdPais" – to report the ISO country code of the lead company, or of the client itself, if there is no lead company;

II - in Annex 3 - "Operation Modality", domain 14 - Interfinancial Relations, inclusion of subdomain 03, with the description "Other receivables related to payment transactions";

III - in Annexes 24 - "Size of Legal Entity Client" and 25 - "Size of Individual Client", inclusion of domain 0 (zero), with the description "Unavailable";

IV - in Annex 26 - "Additional Information":
a) inclusion of domain 18, with the description "Operation registered in other information systems" and its subdomains:
1. subdomain 01, with the description "CADIP";
2. subdomain 02, with the description "SICOR";
b) inclusion of domain 19, with the description "Operation with financial collateral" and its subdomains:
1. subdomain 01 - with the description "Demand deposits";

2. subdomain 02 - with the description "Savings deposits";
3. subdomain 03 - with the description "Gold deposits";
4. subdomain 04 - with the description "Credit linked notes";
5. subdomain 98 - with the description "Others without registration"; and
6. subdomain 99 - with the description "Others with registration";

V - inclusion of Annex 29, with the description "Type of Client Identification Abroad".

Article 2. This Circular Letter enters into force on the date of its publication.
