The Head of the Statistics Department (Dstat), using the powers granted by Article 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, and the Head of the Financial System Monitoring Department (Desig), using the powers granted by Articles 23, item I, letter “a”, and 77, item III, of said Regulations, and in view of the provisions of Circular Letter No. 3,870, of December 19, 2017,
RESOLVE:
Article 1. New versions of the Layout and Filling Instructions for document code 3050 - Aggregated Credit and Leaking Statistics, available on the Central Bank of Brazil’s internet page, at the electronic address http://www.bcb.gov.br/?DOC3050, shall enter into force, starting from the data base of January 4, 2019, with information relating to the period from December 31, 2018, to January 4, 2019.
Article 2. Starting from the data base cited in Article 1, information regarding the following credit modalities shall also be reported under the post-fixed charge referenced by the National Consumer Price Index (IPCA) and the post-fixed charge referenced by the General Market Price Index (IGP-M):
I - with free resources for the legal entity segments:
a. Discount of bills of exchange and receivables;
b. Working capital with a term exceeding 365 days; and
c. Other free credits;
II - with free resources for the natural person segments:
a) Unconsolidated personal credit; and
b) Other free credits;
III - with directed resources for the legal entity and natural person segments:
a) Rural credit with market rates;
b) Rural credit with regulated rates;
c) Real estate financing with market rates;
d) Working capital with BNDES resources;
e) Investment financing with BNDES resources;
f) Agro-industrial financing with BNDES resources; and
g) Other directed credits.
Sole Paragraph. The other procedural modifications, which do not imply layout changes, are described in Articles 3 and 4 of this Circular Letter and in the filling instructions for said document and can be consulted in the “Revision History”.
Article 3. Credit card operations intended for the installment financing of the remaining balances of revolving credit, as provided for in Article 2 of Resolution No. 4,549, of January 26, 2017, classified under the modality “Credit Card - Migrated Installment”, shall be reported under the modality “Credit Card - Installment”, for natural persons and legal entities, in the segment of Credit with Free Resources, of document code 3050.
Article 4. Credit operations reported under the modality “Credit Card - Revolving” of document code 3050 - Aggregated Credit and Leasing Statistics, which are not settled, not installed, or not renegotiated within the period established in Article 1 of Resolution No. 4,549, of January 26, 2017, classified under the modality “Credit Card - Not Migrated”, shall be reported under the modality “Credit Card - Revolving in Delay”, for natural persons and legal entities, in the segment of Credit with Free Resources, of document code 3050.
Article 6. The updated version of the filling instructions, as well as the layout of document code 3050, as provided for in this Circular Letter, will be available on the Central Bank’s internet page, at the electronic address http://www.bcb.gov.br/?DOC3050, until November 16, 2018.
Article 7. Article 2 of Circular Letter No. 3,811, of March 23, 2017, and Circular Letter No. 3,818, of April 27, 2017, are revoked, effective January 1, 2019.
Article 8. This Circular Letter enters into force on the date of its publication.
