Circular Letter No. 4031 — Amends the Layout and Filling Instructions for document 3040 - Credit Risk Data, of the Credit Information System (SCR), as per Circular No. 3,870/2017 and Circular Letter No. 3,869/2018

The Head of the Financial System Monitoring Department (Desig), in the exercise of the attribution conferred upon him by art. 23, item I, subparagraph "a", of the Internal Regulations of the Central Bank of Brazil, annexed to Ordinance No. 84,287, of February 27, 2015, based on art. 77, item III of the aforementioned Regulations, and in view of the provisions of Resolutions Nos. 4,571, of May 26, 2017, 4,782, of March 16, 2020, 4,795, of April 2, 2020, and 4,803, of April 9, 2020, in Circulars Nos. 3,870, of December 19, 2017, and 3,996, of April 6, 2020, and in Circular Letter No. 3,869, of March 19, 2018,

RESOLVES:

Art. 1 New versions of the Layout and Filling Instructions for document 3040 - Credit Risk Data, available on the Central Bank of Brazil's website at https://www.bcb.gov.br/estabilidadefinanceira/scrdoc3040, with the modifications described in this circular letter, come into force according to the schedule specified in the following articles.

Art. 2 As of the April 2020 reference date:

I - in "Annex 8: Special Characteristic":

a) inclusion of domains:

1. 23, with the description "Covid-19 Renegotiation (Resolution 4,803/2020)";

2. 24, with the description "PESE - Emergency Employment Support Program (MP 944/2020 and Res. 4800/2020)".

b) Change of the description of domain 20 to "related party operation".

II - in "Annex 26: Additional Information":

a) in domain 04 - "Instrument registered in registration, settlement and custody systems authorized by the Central Bank of Brazil":

1. change of the description of subdomain 01 to "B3/SNG";

2. change of the description of subdomain 02 to "B3";

3. change of the description of subdomain 05 to "C3/CBLC";

4. inclusion of subdomain 07, with the description "Serasa";

5. inclusion of subdomain 08, with the description "CERC";

6. inclusion of subdomain 09, with the description "CSDBR";

b) 02, with the description "LTEL - Resolution 4,786/2020".

V - in the Filling Instructions for document 3040, under letter "D. Operation Information", item "1. Basic Operation Information – (tag <Op>)", subparagraph "d", item V "Credit card – purchase, installment invoice or withdrawal financed by the card issuing institution": inclusion of new information on withdrawal operations on payroll-deductible credit cards.

§ 1 For the subdomains referred to in subparagraph "b" of item II, the following contents must be informed in the fields:

I - <Cd> - the "Instrument Type";

II - <Ident> - the "Fiduciary assignment instrument number".

§ 2 For filling in the <Cd> field of the subdomains referred to in subparagraph "b" of item II, the domains listed in "Annex 36 - Type of Fiduciary Instrument" must be used.

§ 3 For filling in the <Ident> field referred to in subparagraph "c" of item II, the domains listed in "Annex 35 - Restructuring Reason" must be used.

Art. 3 As of the May 2021 reference date:

I - in "Annex 3: Operation Modality": inclusion in domain 18 "Credit securities (outside the classified portfolio)", of subdomain 04 with the description "Commercial Notes".

Sole Paragraph. Early submission of the information referred to in item I of the caput is permitted, starting from the April 2020 reference date.

Art. 4 This Circular Letter comes into force on the date of its publication.
