Dear Sir/Madam,
In April 2010, the ninth coordinated international survey of the global foreign exchange and derivatives market took place. A tenth survey is scheduled for April 2013. We inform you that the Central Bank of Luxembourg (BCL) is again joining this international survey conducted by the BIS and request your establishment's cooperation.
The main objective of this survey is to obtain internationally comparable information on the size and structure of the foreign exchange and derivatives markets, as well as activities on these markets. The purpose of these statistics is to improve market transparency to help central banks, public authorities, and market participants better understand the activity of the overall financial system.
Consequently, we request that you communicate your establishment's activity on the foreign exchange and derivatives markets during April 2013, respecting the methodological framework defined by the BIS.

Data will be collected by the Central Bank of Luxembourg (BCL) and transmitted, in aggregated form, to the BIS, which will provide secretariat services for the compilation of data at the international level, as well as its analysis.
The detailed methodology of the survey, as well as the document to be completed by your establishment, are available on the BIS website at the following address:
http://www.bis.org/statistics/triennialrep/guidelines_cbanks.htm
It is important to note that the BCL participates only in the survey of foreign exchange and derivatives transactions carried out during April 2013, i.e., the "Turnover in April 2013" section (left column). Documentation referring to the "Amounts outstanding at end June 2013" section (right column) should therefore not be considered, as the BCL does not participate in this part of the BIS survey.
Thus, the documentation available for the "Turnover in April 2013" section includes the following elements:
We therefore ask you to download the Excel file from the indicated site to enter your data. The data thus entered must be sent back to the BCL via SOFIE or EFILE (please refer to the annex for the data transmission format).
Please return the duly completed files to us by May 27, 2013, at the latest, or inform us by mail if your establishment has no transactions to report.
If you have any questions for which no information is available on the BIS website, we invite you to contact the BCL by sending an email to reporting.banques@bcl.lu.

Finally, we wish to inform you that this circular letter is also available in English on the BCL website.
We thank you in advance for your kind cooperation and ask you to accept, Sir/Madam, the assurance of our highest consideration.
