Financial institutions must ensure proposal slips contain payer details, beneficiary identification, amounts, due dates, and early payment discounts, while explicitly stating that non-payment triggers no collection actions. Issuance requires the payer’s prior consent, and electronic presentation demands their specific agreement. Institutions may pay slips directly to recipients. This circular replaces Articles 1 to 6 and 8 of Circular No. 3,598 of June 6, 2012, and enters into force upon publication.
