CIRCULAR NO. 3,764, OF AUGUST 26, 2015
Amends and consolidates the rules regarding the submission of financial statements to the Central Bank of Brazil.
The Collective Board of Directors of the Central Bank of Brazil, in a session held on August 25, 2015, based on Articles 9, 10, item IX, and 37 of Law No. 4,595, of December 31, 1964, and considering the provisions of Resolution No. 4,194, of March 1, 2013,
R E S O L V E S:
Article 1. Financial institutions and other institutions authorized to operate by the Central Bank of Brazil must prepare and submit their financial statements to the Central Bank of Brazil, observing the terms of Annexes 1 and 2 of this Circular.
§ 1. For the purposes of Annex 1, it is considered:
I - classified portfolio: the value of the balance presented in subgroup 3.1.0.00.00-0 - CLASSIFICATION OF CREDIT PORTFOLIO, as established in the Accounting Plan of Institutions of the National Financial System (Cosif); and II - total assets: the value of the sum of balances presented in groups 1.0.0.00.00-7 - CURRENT AND LONG-TERM REALIZABLE and 2.0.0.00.00-4 - PERMANENT, as established in Cosif.
§ 2. For the classification of the institutions referred to in this article, in groups 04, 06, 07, and 08 of the table presented in Annex 1 of this Circular, the values of the classified portfolio and total assets must be calculated based on information related to the base date of September 30 of the previous year.
Article 2. Articles 2 and 3 of Circular No. 3,398, of July 23, 2008, shall enter into force with the following wording:

Article 3. This Circular enters into force on the date of its publication.
Article 4. The sole paragraph of Article 3 of Circular No. 3,398, of July 23, 2008, and Circular No. 3,402, of August 28, 2008, are hereby repealed.

Group 01 Commercial banks, multiple banks with commercial portfolio, and savings banks.
Group 02 Institutions responsible for conglomerates and institutions responsible for consolidated statements.
Group 03 Multiple banks without commercial portfolio, exchange banks, development banks, investment banks, and the National Bank for Economic and Social Development (BNDES). Group 04 Leasing companies, development agencies, credit, financing, and investment societies, savings and loan associations, mortgage companies, and real estate credit societies that present a classified portfolio equal to or greater than R$100,000,000.00 (one hundred million reais). Group 07 Leasing companies, development agencies, credit, financing, and investment societies, savings and loan associations, mortgage companies, and real estate credit societies that present a classified portfolio less than R$100,000,000.00 (one hundred million reais). Group 08 Exchange brokerage societies, securities brokerage societies, and securities distribution societies that present total assets less than R$100,000,000.00 (one hundred million reais). Group 09 Microentrepreneur credit societies and forwarding entities. Group 10 Consortium administrators. Group 11 Non-profit consortium administrators. Group 12 Central credit cooperatives, confederations of central cooperatives, commercial cooperative banks, and multiple cooperative banks, provided they are responsible for combined balance sheets of the respective cooperative system.
