Initiators of non-closed arrangements must provide specific communication channels for participants, using electronic systems for those with over BRL 20 billion in annual transaction value. They must specify sub-acquirer information requirements if monitoring obligations are delegated, ensuring data is used solely for monitoring. Initiators must enable interoperability with closed arrangements via standardized bilateral contracts and adapt regulations to allow sub-acquirer linkage by March 29, 2019.
