Circular Re. Large Exposure (LEX) Rules for Banks

Locally incorporated banks, foreign branches/subsidiaries, and foreign banks in KSA must ensure single non-bank exposures do not exceed 15% of eligible capital, individual exposures remain under 5%, and bank exposures stay within 25% (15% for D-SIBs/G-SIBs). Aggregate large exposures must not exceed six times the eligible capital base. These rules supersede SAMA circular no. 4520/1/41 dated 14/10/1439AH. Breaches require immediate communication to SAMA with an action plan, and prior approval is needed for proposed exposures likely to exceed limits.
