Commission Delegated Regulation (EU) 2022/786 amending Regulation (EU) 2015/61 on the liquidity coverage requirement for credit institutions

The European Commission amends Delegated Regulation (EU) 2015/61 to allow credit institutions issuing covered bonds to treat liquid assets in their cover pool as unencumbered for liquidity coverage ratio calculations, up to the amount of net liquidity outflows from the associated covered bond programme. The amendment introduces specific conditions for recognizing assets as unencumbered when national law requires all issuer assets to be attached to covered bonds, and establishes monetisation rules for assessing these assets. Additionally, the regulation updates definitions, aligns references with Directive (EU) 2019/2162, and grants Level 1 status to bonds issued by official export credit agencies. This Regulation enters into force on the twentieth day following publication and applies from 8 July 2022.
