This convention designates the Central Bank of Congo as the State Cashier, requiring it to maintain a single General Treasury Account that centralizes all financial operations for various state administrative entities. The Bank is mandated to register treasury resources and payments in real time, execute payments on behalf of the State, hold securities, and issue borrowing titles with prior approval from the Minister of Finance. Additionally, the Bank may designate credit institutions in locations where it is not represented to perform cashier functions under its responsibility.
