CSSF Circular 23/832: Application of ESMA Guidelines on Standard Forms for DLT Market Infrastructure Permission

The CSSF integrates the European Securities and Markets Authority (ESMA) Guidelines on standard forms, formats, and templates into its administrative practice for applications to operate a Distributed Ledger Technology (DLT) market infrastructure. This requirement applies immediately to all entities intending to apply for specific permissions under Regulation (EU) 2022/858 to operate a DLT Multilateral Trading Facility (DLT MTF), DLT Settlement System (DLT SS), or DLT Trading and Settlement System (DLT TSS). Applicants must use the prescribed standard forms and templates when submitting information to the CSSF.
