CSSF Circular 25/879: Adoption of EBA Travel Rule Guidelines on Fund and Crypto-Asset Transfers
The CSSF adopts the EBA Guidelines on information requirements for transfers of funds and certain crypto-assets under Regulation (EU) 2023/1113, integrating them into its administrative practice. These Guidelines apply to payment service providers, intermediary payment service providers, crypto-asset service providers, and intermediary crypto-asset service providers, requiring them to implement procedures to detect and manage transfers lacking required payer and payee information. The Guidelines mandate verification of information accuracy, a risk-based approach, and specific measures for self-hosted wallets and direct debits. They apply as of 30 December 2024, with a transitional period until 31 July 2025 for crypto-asset service providers and intermediary crypto-asset service providers, while repealing Circulars CSSF 18/680 and 17/660.
