CSSF Regulation No 19-05 prohibiting the marketing, distribution or sale of binary options to retail clients

The Commission de Surveillance du Secteur Financier issued Regulation No 19-05 to implement a ban on the marketing, distribution, or sale of binary options to retail clients in Luxembourg. The regulation defines binary options as cash-settled derivatives with fixed payouts based on underlying conditions and prohibits any intentional activities aimed at circumventing this prohibition. This measure, effective from 1 July 2019, aligns with a temporary European Securities and Markets Authority decision to protect retail investors from high-risk financial instruments.
