CSSF Regulation No 25-04 on the setting of the countercyclical buffer rate for the fourth quarter of 2025
The Commission de Surveillance du Secteur Financier issued Regulation No 25-04 to maintain the countercyclical buffer rate at 0.50% for relevant exposures in Luxembourg during the fourth quarter of 2025. This decision follows a recommendation from the Systemic Risk Committee, which cited economic and geopolitical uncertainties as reasons to preserve institutional resilience despite a credit-to-GDP gap below activation thresholds. The regulation entered into force upon its publication in the Journal officiel du Grand-Duché de Luxembourg.
