Bank of Namibia Determination on Interchange Rates and Off-Us ATM Withdrawal Fees
The Bank of Namibia issued Payment System Determination PSD-11 to establish mandatory interchange rates and cap off-us ATM withdrawal fees for all card and instant payment participants in the National Payment System. The regulation sets specific cost-based rates for retail, fuel, and cashback transactions, while limiting consumer ATM withdrawal fees to prevent excessive charges and promote fair competition. These requirements become effective upon publication, with full implementation of the new rates mandated by 1 August 2025.
