DECISION

On Issuing Securities Trading Account Numbers for Investors

CHAIRMAN OF THE STATE SECURITIES COMMISSION

Pursuant to the Securities Law No. 70/2006/QH11 adopted by the National Assembly on June 29, 2006;

Pursuant to Decree No. 14/2007/ND-CP dated January 19, 2007 of the Government detailing the implementation of certain articles of the Securities Law;

Pursuant to Decision No. 63/2007/QD-TTg dated May 10, 2007 of the Prime Minister on stipulating the functions, tasks, powers, and organizational structure of the State Securities Commission under the Ministry of Finance;

According to the proposal of the Head of the Securities Market Development Department.

DECISION

Article 1.

Hereby promulgated together with this Decision the Regulations on Issuing Securities Trading Account Numbers for Investors.

Article 2.

This Decision takes effect from the date of signing. Provisions contrary to this Decision are no longer effective.

Article 3.

The Chief of Staff, Head of the Securities Market Development Department, General Directors of Stock Exchanges, General Director of the Vietnam Securities Depository, and organizations and individuals licensed by the State Securities Commission to establish, operate, and practice in the securities field are responsible for implementing this Decision./.

REGULATIONS ON ISSUING SECURITIES TRADING ACCOUNT NUMBERS FOR INVESTORS

( Promulgated together with Decision No. 660/QD-UBCK dated October 06, 2009 of the Chairman of the State Securities Commission )

Article 1. Purpose and Scope of Application

These Regulations aim to unify the principles of issuing securities trading account numbers for investors when trading at stock exchanges.

Member securities companies (MSCs) of stock exchanges must comply with these Regulations when issuing securities trading account numbers for investors.

Article 2. General Principles

The securities trading account number consists of 10 (ten) characters, which are uppercase letters and/or numeric characters.

Article 3. Cases where investors deposit securities with MSCs of Stock Exchanges

1. The first 03 characters of the trading account:

Based on the member deposit registration number issued by the Vietnam Securities Depository to the MSC, except for MSCs issued member deposit registration numbers before 2001, which will be based on the trading member code of the Ho Chi Minh City Stock Exchange.

Example:

MSC A has a member deposit registration number of 001

The securities trading account number of the investor is

001xxxxxxx

2. The 4th character:

Is one of the 04 characters “P, C, E, F” depending on the type of trading account as follows:

3. The next 06 characters

3.1. For brokerage accounts for domestic investors and proprietary trading accounts of domestic MSCs: Issued by the MSC itself.

3.2. For brokerage accounts for foreign investors and proprietary trading accounts of foreign MSCs: Based on the securities trading code for foreign investors issued by the Vietnam Securities Depository according to current regulations on the registration of securities trading codes for foreign investors.

Article 4. Cases where investors deposit securities with depository organizations that are not MSCs

1. The first 03 characters of the trading account:

Are the abbreviation of the depository member issued by the Vietnam Securities Depository.

Example:

The securities trading account number of an investor opening a deposit account at the Hong Kong and Shanghai Banking Corporation is

HSBxxxxxxx

HSB is the abbreviation of the Hong Kong and Shanghai Banking Corporation issued by the Vietnam Securities Depository to the depository member Hong Kong and Shanghai Banking Corporation.

4th Character: Is one of the 04 characters “A, B, E, F” depending on the type of trading account as follows:

3. The next 06 characters

3.1. For brokerage accounts for domestic investors and proprietary trading accounts of domestic depository members: Issued by MSCs themselves based on agreement with depository members.

3.2. For brokerage accounts for foreign investors and proprietary trading accounts of foreign depository members: Based on the securities trading code for foreign investors issued by the Vietnam Securities Depository according to current regulations on the registration of securities trading codes for foreign investors.

3.3. For commercial banks that are special members in the Special Government Bond Market: Self-determine the next 6 characters. This trading account is only used for bond trading purposes.

Article 5. Organization of Implementation

1. Stock exchanges, the Vietnam Securities Depository, and organizations and individuals licensed/certified to establish and operate in the securities field are obligated to implement according to the provisions of this Decision.

2. Relevant functional units of the State Securities Commission are responsible for coordinating with stock exchanges and the Vietnam Securities Depository in managing and supervising to ensure compliance with the stipulated regulations.

3. During the implementation process, if there are difficulties or obstacles, relevant units shall report to the State Securities Commission (Securities Market Development Department) for timely handling./.

4. The amendment and supplementation of this Decision shall be decided by the Chairman of the State Securities Commission./.
