DEFAULT JUDGMENT AND ORDER
I. FINDINGS OF FACT
Respondent Alexander Chatman (“Respondent”) holds Vermont non-resident insurance producer license # 3003520872.
License # 3003520872 was initially issued on February 4, 2025, pursuant to 8 V.S.A. Chapter 131; this license will expire on March 31, 2027.
Respondent’s resident state is Arkansas.
On January 23, 2026, the Arkansas Insurance Commissioner issued an order (“Arkansas Order”) revoking Respondent’s Arkansas resident insurance producer license. In the Arkansas Order, the Arkansas Insurance Commissioner found that Respondent pled guilty to terroristic threatening, 2nd degree, and harassment, both misdemeanor charges, and failed to report the conviction to the Arkansas Insurance Department. Failure to report the convictions constituted a violation of Arkansas insurance law, and as a result the Arkansas Insurance Commissioner revocation of Respondent’s Arkansas resident insurance producer license.
On February 18, 2026, the Idaho Department of Insurance issued an order revoking Respondent’s Idaho non-resident insurance producer license based on the revocation of Respondent’s Arkansas resident insurance producer license.
Respondent did not report to the Commissioner the administrative actions taken against Respondent in Arkansas or Idaho within 30 days of those actions.
As of the effective date of this Default Judgment and Order, more than 30 days after service of the Petition and Notice, no answer, request for a hearing, or other defense to the Petition has been received from Respondent.
More than 10 days have passed since the Insurance Division filed a motion for default judgment in the above-captioned matter and served the motion on Respondent.
II. CONCLUSIONS OF LAW
Because Arkansas revoked Respondent’s resident insurance producer license, revocation of Respondent’s Vermont non-resident insurance producer license is authorized pursuant to 8 V.S.A. § 4804(a)(2) and (10).
Because Idaho revoked Respondent’s non-resident insurance producer licenses, the Commissioner is authorized to revoke Respondent’s Vermont non-resident insurance producer license pursuant to 8 V.S.A. § 4804(a)(10).
Because Respondent failed to timely report to the Commissioner the administrative actions taken against Respondent by Arkansas and Idaho, Respondent violated 8 V.S.A. § 4813o and the Commissioner is authorized to revoke Respondent’s Vermont non-resident insurance producer license pursuant to 8 V.S.A. § 4804(a)(3).
Because no answer, request for a hearing, or other defense to the Petition has been received from Respondent, and as more than 10 days have passed since the Insurance Division filed a motion for default judgment, the allegations contained in the Petition are treated as proven and a default judgment may be entered in the above-
captioned matter pursuant to Sections 1.04(H) and (V) of the Vermont Department of Financial Regulation Administrative Procedures.
