IN RE: DOUGLAS ANTHONY CHU EZE )
DOCKET NO. 26-020-I
VT LICENSE # 3599517
)
NPN # 3116456
)
1. Respondent Douglas Anthony Chu Eze (“Respondent”) holds Vermont non-resident insurance producer license # 33599517.
2. License # 33599517 was initially issued on October 24, 2020 and expires on March 31, 2027.
3. Respondent’s resident state is Maryland.
4. On November 21, 2023, Respondent was criminally charged in the United States District Court for the District of Maryland, Case No. RDB-23-0421, with False Statement in Application for Passport, and Use of Passport Secured by False Statement, 18 U.S.C. § 1542 (Counts 1, 6 & 7) (felony), False Swearing in Immigration Matter, 18 U.S.C. § 1546 (Counts 2 & 3) (felony), Aggravated Identity Theft, 18 U.S.C. § 1028A (Counts 4, 5, 8 & 9) (felony), Forfeiture, 18 U.S.C. § 982 (a)(6)(A)(ii)(I) & (II) (felony).
5. On May 29, 2024, Respondent entered into a consent Order with the Pennsylvania Insurance Department (“PID”), Docket No.: C024-05-027 (“Pennsylvania Order”).
6. In the Pennsylvania Order, Respondent agreed to certain facts and violations, including his failure to timely notify the PID he was the subject of a criminal prosecution for fraud. He further agreed that his license may be suspended if he engages in any further conduct that violates the terms of the Consent Order or any laws or regulations applicable to his conduct in Pennsylvania.
7. On June 27, 2024, Respondent entered into a consent order with the Oregon Department of Insurance (“Oregon DOI”), Case No.: INS-24-0038 (“Oregon Order”), wherein he admitted that he failed to timely notify the Oregon DOI of his criminal prosecution. The Oregon Order ordered Respondent to cease and desist any further violations of applicable laws or regulations and suspended Respondent’s non-resident insurance producer license until a verdict was entered in the criminal prosecution that was then pending against him.
8. On February 19, 2025, Respondent pleaded guilty to two counts of “False Swearing in Immigration Matter,” 18 USC § 1546, and was sentenced on May 21, 2025 to imprisonment for a term of 12 months and 1 day followed by 3 years of supervised probation. Respondent was also assessed a criminal fine amount of $20,000.
9. On March 18, 2025, Respondent received a letter of caution from the Nevada Division of Insurance (“Nevada DOI”), Cause No. 25.0005, to allow him to have his license renewed with the condition that if Respondent’s resident license is revoked, he will no longer qualify for a Nevada non-resident license.
10. On October 22, 2025, the Maryland Insurance Administration entered an order (“Maryland Order”), revoking Respondent’s resident insurance producer license. As the basis for Respondent’s license revocation, the Maryland Order cites Respondent’s felony convictions and the adverse administrative actions taken by the Pennsylvania PID, the Oregon DOI, and the Nevada DOI.
11. In addition to Maryland revoking Respondent’s resident insurance producer license following his felony convictions, four states have revoked his non-resident producer license (Connecticut, Florida, Mississippi, and Oregon); and four states have allowed Respondent to surrender his non-resident producer license (Wisconsin, Delaware, Pennsylvania, and Virginia).
12. As of September 1, 2026, Respondent has not reported to the Commissioner the administrative actions taken against Respondent in Maryland, Florida, Mississippi, Wisconsin, Delaware, or Virginia.
13. On September 1, 2026, the Insurance Division served upon Respondent the Petition for Revocation of License (“Petition”) and Notice of Right to Request Hearing (“Notice”) filed in the above-captioned matter.
14. As of the effective date of this Default Judgment and Order, more than 30 days after service of the Petition and Notice, no answer, request for a hearing, or other defense to the Petition has been received from Respondent.
15. More than 10 days have passed since the Insurance Division filed a motion for default judgment in the above-captioned matter and served the motion on Respondent.
16. Because Maryland revoked Respondent’s resident insurance producer license, a revocation of Respondent’s Vermont non-resident insurance producer license is authorized pursuant to 8 V.S.A. § 4804(a)(2) and (10).
17. Because Respondent’s convictions of “False Swearing in Immigration Matter,” 18 U.S.C. § 1546, demonstrate that Respondent has engaged in dishonest practices and shown himself to be untrustworthy, a revocation of Respondent’s Vermont non-resident insurance producer license is authorized pursuant to 8 V.S.A. § 4804(a)(9).
18. Because Connecticut, Florida, Mississippi and Oregon revoked Respondent’s non-resident insurance licenses, a revocation of Respondent’s Vermont non-resident insurance producer license is authorized pursuant to 8 V.S.A. § 4804(a)(10).
19. Because Respondent failed to timely report to the Commissioner the administrative actions taken against Respondent by Maryland, Florida, Mississippi, Wisconsin, Delaware, or Virginia, Respondent violated 8 V.S.A. § 4813o and the Commissioner is authorized to revoke Respondent’s Vermont non-resident insurance producer license pursuant to 8 V.S.A. § 4804(a)(3).
20. Because no answer, request for a hearing, or other defense to the Petition has been received from Respondent, and as more than 10 days have passed since the Insurance Division filed a motion for default judgment, the allegations contained in the Petition are treated as proven and a default judgment may be entered in the abovecaptioned matter pursuant to Sections 1.04(H) and (V) of the Vermont Department of Financial Regulation Administrative Procedures.
21. Based on the findings of fact and conclusions of law set forth above, a default judgment is entered against Respondent, and it is hereby ordered that the non-resident insurance producer license # 3599517 of Respondent Douglas Anthony Chu Eze is revoked, effective immediately.
22. This Default Judgment and Order exhausts all administrative remedies available within the Vermont Department of Financial Regulation. Respondent may appeal this Default Judgment and Order to the Vermont Supreme Court by filing a notice of appeal with the Vermont Department of Financial Regulation Docket Clerk and the Vermont Supreme Court within 30 days after the date of this Default Judgment and Order, in accordance with 8 V.S.A. § 16, 3 V.S.A. § 815, and the Vermont Rules of Appellate Procedure.
Dated at Montpelier, Vermont this 2 nd day of November, 2026.
