DEFAULT JUDGMENT AND ORDER
I. FINDINGS OF FACT
Respondent Petro Daniel (“Respondent”) holds Vermont non-resident insurance producer license # 3002860960.
License # 3002860960 was initially issued on December 7, 2023, pursuant to 8 V.S.A. Chapter 131; this license will expire on March 31, 2027.
Respondent’s resident state is Florida.
On February 18, 2026, the Florida Department of Financial Services, Division of Insurance Agent and Agency Servies, issued an order (“Florida Order”) revoking Respondent’s Florida resident insurance producer license. The Florida Order arose from Respondent’s plea of nolo contendere in August 2025 to one count of possession of amphetamine, a third-degree felony in Florida. Respondent failed to answer or respond to an administrative complaint served on Respondent by the Florida Department of Financial Services, Division of Insurance Agent and Agency Servies, resulting in the revocation of Respondent’s Florida resident insurance producer license.
On March 12, 2026, the Indiana Commissioner of Insurance issued an order suspending Respondent’s Indiana non-resident insurance producer license because Respondent’s Florida resident insurance producer license was no longer in effect.
Respondent did not report to the Commissioner the administrative actions taken against Respondent in Florida or Indiana within 30 days of those actions.
As of the effective date of this Default Judgment and Order, more than 30 days after service of the Petition and Notice, no answer, request for a hearing, or other defense to the Petition has been received from Respondent.
More than 10 days have passed since the Insurance Division filed a motion for default judgment in the above-captioned matter and served the motion on Respondent.
II. CONCLUSIONS OF LAW
Because Florida revoked Respondent’s resident insurance producer license, revocation of Respondent’s Vermont non-resident insurance producer license is authorized pursuant to 8 V.S.A. § 4804(a)(2) and (10).
Because Indiana suspended Respondent’s non-resident insurance producer licenses, the Commissioner is authorized to revoke Respondent’s Vermont non-resident insurance producer license pursuant to 8 V.S.A. § 4804(a)(10).
Because Respondent failed to timely report to the Commissioner the administrative actions taken against Respondent by Florida and Indiana, Respondent violated 8 V.S.A. § 4813o and the Commissioner is authorized to revoke Respondent’s Vermont non-resident insurance producer license pursuant to 8 V.S.A. § 4804(a)(3).
Because no answer, request for a hearing, or other defense to the Petition has been received from Respondent, and as more than 10 days have passed since the Insurance Division filed a motion for default judgment, the allegations contained in the Petition are treated as proven and a default judgment may be entered in the above-captioned matter pursuant to Sections 1.04(H) and (V) of the Vermont Department of Financial Regulation Administrative Procedures.
III. ORDER
IV. RIGHT TO APPEAL
Dated at Montpelier, Vermont this 13th day of October, 2026.
