EAC Council Directive on Securities Exchanges

The East African Community Council of Ministers has issued a directive establishing comprehensive operational, governance, and regulatory standards for securities exchanges across Partner States to foster cross-border trading and market integration. The directive mandates the separation of exchange ownership from trading rights, requires transparent risk management and self-regulation frameworks, and enforces strict record-keeping and reporting obligations to national Competent Authorities. It further establishes standardized criteria for linking exchange trading systems through a regional Capital Markets Infrastructure to ensure seamless securities movement and payment settlement.
