CMA Regulatory Sandbox Guidelines 2025

The Capital Markets Authority of Uganda issued these 2025 Guidelines to establish a structured framework for live testing innovative financial products and services under temporary regulatory exemptions. Eligible entities must submit continuous applications detailing their innovation, investor safeguards, and test plans to undergo a supervised testing phase lasting up to twelve months. Upon successful completion, participants may commercially deploy their solutions or trigger new regulations, while the Authority retains oversight through mandatory reporting and a dedicated management committee to ensure market stability and investor protection.
