Central Bank of Brazil Instruction Normative No. 746 of June 16, 2026

The Central Bank of Brazil issued Instruction Normative No. 746 to amend Instruction Normative No. 512/2024 regarding Pix transaction value limits. The amendment adjusts provisions concerning value limits for initiating transactions via proximity and through non-redirected payment initiation service sharing. It also revokes specific articles from the original regulation to align with these updated operational parameters.

Resolution No. 222

INSTRUCTION NORMATIVE BCB No. 746, OF JUNE 16, 2026

Amends Instruction Normative BCB No. 512, of August 30, 2024, which provides for the value limits for transactions within the scope of Pix, to adjust devices related to the value limit that must be observed for the initiation of transactions by proximity and for the initiation of transactions by means of the sharing of the payment initiation service without redirection.

The Head of the Department of Competition and Financial Market Structure (Decem), in the exercise of the authority conferred upon him by art. 23, item I, letter “a”, of the Internal Regulations of the Central Bank of Brazil, annexed to Resolution BCB No. 340, of September 21, 2023, based on art. 94, item IX, of the aforementioned Regulations, and taking into account the provisions of art. 37 of the Regulation annexed to Resolution BCB No. 1, of August 12, 2020,

R E S O L V E :

Art. 1º Instruction Normative BCB No. 512, of August 30, 2024, published in the Official Gazette of the Union on September 3, 2024, shall enter into force with the following alterations:

IV - request for increase and request for reduction of the daily limit for transactions related to the Pix Automático product; and

V - registration of accounts or receiving users to enable the establishment of specific daily limits.

“Art. 12. The request for increase of the limit referred to in art. 10, § 2º, items I, II, III and IV may be accepted, at the discretion of the participant.

Art. 2º The following provisions of Instruction Normative BCB No. 512, of August 30, 2024, published in the Official Gazette of the Union on September 3, 2024, are hereby revoked:

I - item VI of § 2º of art. 10;

II - art. 16-A; and

III - art. 16-C.

Art. 3º This Instruction Normative enters into force on October 1, 2026.

NOTE

Decree No. 10.411, of June 30, 2020, provides for the obligation to conduct a regulatory impact analysis (AIR) for the issuance of normative acts of general interest produced by the organs and entities of the direct and indirect federal public administration.

However, as defined in paragraph 8 of Vote 280/2021–BCB, of November 10, 2021, the Pix Regulation, including other documents that integrate, detail, or complement it, do not characterize themselves as a regulatory act of coercive force, possessing, in truth, an eminently contractual nature. Thus, modifications promoted in the aforementioned regulation and in the other documents that integrate, detail, or complement it are not subject to the prior production of AIR.
